Egypt launches fast import clearing system called the National Single Window for Foreign Trade Facilitation, NAFEZA. The action is implemented by Egyptian Customs Authority ( ECA), the country’s body responsible for implementation of import and exports regulations.
The new system is expected the fasteen , modernize and automate custom’s bureaucratic processes previously laden with organisational bottlenecks. The target is speedy clearance of shipments on arrival at all Egypt’s port of entry.
NAFEZA employs the Ethereum-based CargoX – a digital documentation service to facilitate the processing of documents during the export process.
The Cargo-X platform is built on Ethereum while leveraging layer 2 scaling platform, Polygon.
NAFEZA uses integrated information platform to collect shipping information between the foreign exporters and their Egyptian importers. The business players in export and import industry are expected to all necessary shipping information, from bill of laden to import duties through NAFEZA online e-portal. This is prerequisite for clearance and release of importers consignments.
According to Egyptian Customs Authority, NAFEZA, “will bring the Government of Egypt in line with international standards of trade-related procedures and customs requirements for the clearance of goods”. Misr Technology Services ( MTS) is a trade and transport logistics platform in Public Private Partnership with Egyptian Customs for technical handling of clearing services.
After the test run of NAFEZA pilot scheme in April, which was an optional service. The scheme became mandatory from July. The initiative covers seaports, airports and inland ports.
Procedure for Registration through NAFEZA released by Egyptian Customs Authority.
- Importer inputs the shipment data in the new ACI customs system.
- Customs authority issues shipment identification number (ACID) within 48 hours.
- Customs authority notifies importer and exporter of the ACID.
- Exporter electronically transmits shipment documentation and data, ensuring ACID is referred to on all documentation.
- Importer certifies and acknowledges the correctness of the data sent by the exporter.
- Vessel is loaded with the shipment and departs the exporting country.
- Importer pays import taxes and fees.
- Vessel arrives at Egyptian port and shipment is offloaded.
- Joint committee at Egyptian port inspects shipment.
- Egyptian customs clear the shipment.
